في مجال حقوق الإنسان، تحدث قضية مشتركة بين الدول^[1]^[2] عندما ترفع دولة أخرى طرف في معاهدة حقوق الإنسان دعوة ضد دولة أخرى بسبب انتهاكات مزعومة لحقوق الإنسان.
